The "Announcements" forum will automatically be populated in your course. If you import an entire previous course make sure you delete the extra! This is a great activity because (1) only instructors can post to it and (2) it's a forced subscription, which means students will get a copy of the announcement to their email. It also helps to have all class communication in one handy spot in your course as opposed to just sending emails and needing to search through an entire inbox. 

Another alternative would be to create a Microsoft Teams group for your course. You could use the General channel and tag everyone so they would be notified on their device(s). An important thing to know if you choose Teams is that students could reply to your posts.
